Factory Information
Since every factory/plant requires it's own law label, you must enter the Uniform Registration Number and address information for each law label. If the address is the same as the company's main address, you can check the box to automatically fill in the address information.
Importers will also need to provide a contact person and contact information about the manufacturer.

Joint Registration
A manufacturer can share the registration certificate with an importer. This is called a "joint" registration because both the manufacturer and importer company names are on the certificate.
THIS TYPE OF CERTIFICATE CAN ONLY BE USED FOR THE IMPORTER SHOWN ON THE CERTIFICATE.
IT CAN NOT BE USED TO SELL GOODS WITH ANY OTHER IMPORTER!
If this type of license is used, the law label can have "Made For..." or "Imported By..." printed on it. If the certificate is only for the manufacturer, the law label can only have "Made By..." on it.

California requires flammability compliance for upholstered furniture sold in the state.

TESTING
of furniture by the manufacturer or importer is

mandatory, per California law. (Note that this is not the case with mattresses and mattress pads, which are subject to federal (CPSC) cigarette resistance law which requires prototype testing as proof of compliance BEFORE sale).
Manufacturers of furniture sold in California verify compliance with TB 117 by:
Asking for and obtaining a purchase invoice from supply dealers for fabrics and fillings that states compliance with 117 (as required by CA law).
Producing the components and final products themselves in a vertically integrated company.
Buying the component from a 3rd-party supplier and testing it themselves at a third-party test lab.
Manufacturers then add the TB 117 Flammability Label to their compliant products along with the Law Label.

, requires that you submit a sample of your bedding / stuffing materials with your registration. THEY WILL CHARGE YOU FOR THE TESTING ON ANOTHER INVOICE! The following is what the state says about testing samples:

Furniture Sample:
A furniture sample could consist of a number of different types of hidden filling materials. Please contact the laboratory at (001) 614-995-0773 for instructions so we can keep your samples to a minimum.
Mattress Sample:
As with furniture, mattresses could contain several different types of filling materials. Please contact the laboratory at (001) 614-995-0773 so we can keep your samples to a minimum.
Pillows, Blankets and Comforters:
If your product contains only one filling material send a 12”x 12”inch sample of the material. If the product contains two or more types of filling materials, send the entire item.
Stuffed Toy Sample:
Please submit the entire item, if you have articles with different filling materials we will need one sample of each item that contains different filling materials. If you have any questions call (001) 614-995-0773.
ANALYSIS REPORT:
After your sample has been tested you will receive a Laboratory Analysis Report. If you submitted a law label with your sample we will indicate on the report if the label is correct or incorrect. Should the label be incorrect we will give you the information to make the corrections to your label. After making the corrections you must submit a draft of the label for approval.
If you do not have a law label for your product the analysis report will list the filling content exactly as it should be stated on your law label. You must submit a draft of the label for approval.
You will receive a separate invoice for the testing based on the number of tests that are needed to determine the nature of your filling materials. Please refer to the last page in the law book for pricing.
New York Registration Requirements
The State of New York requires that you provide the following extra information when registering with them:

North Carolina Registration Requirements
The State of North Carolina requires that you provide a "deposit" for any company that has no history of selling in NC. This deposit is on a sliding scale and will be

How to list the Materials Used in your product
Over the years IABFLO has approved a number of definitions and terminology to be used on the law label. IABFLO strives for uniformity in terminology, test methods and enforcement procedures within the various state programs. NONE OF THE FOLLOWING TERMS SHALL BE ABBREVIATED!

Please be sure to only request registration in the states that require your products to be registered. For example, if you manufacture or import Sleeping Pads and select VA to register in, Law Label Services will not have any way of knowing this is not correct. It's up to

Annual or Semi-Annual Per Item Fee Requirements
Detroit, North Carolina, Ohio, Oklahoma, Pennsylvania and West Virginia charge a per item fee on a regular basis. Pennsylvania and North Carolina will collect this fee when you renew the certificate. The other states will send you a form to complete when the payments are due throughout the year.
What is a "Rush Order"?
THIS ONLY APPLIES TO NEW URN'S, NOT RENEWALS!
A Rush Order will be sent overnight to the state of Utah where a URN will be created for your company within 1-2 business days. If you did not select Utah, it
MUST
be added to your order. Utah is the only state that can create a URN within a couple days.
We can not "rush" renewals because there is no need to. We send our regular applications though the US Postal Service, using certified letters, and it never takes more than 3 days to arrive. Sending it overnight would only gain a day or two. And since the processing of orders will still take 2-3 weeks for each state, no time would be saved here either.
What is a "CVV2" code?
The CVV2 code is a 3 or 4 digit code printed on your credit card. We request this code as a security measure to our customers. Requiring this information helps to ensure that the credit card is present at the time of purchase. If you cannot find this code, or it is illegible, please contact your credit card issuer.
The CVV2 code is the 4 digit value printed (not-embossed) above your account number on the front of your card.
The CVV2 code is the 3 digit value printed on the signature panel located on the back of your card. It is the last 3 numbers in that area.
